Sky Harbor Terminal 4 Guide for Arriving Passengers

You have just landed at Terminal 4 — the Barry M. Goldwater Terminal — at Phoenix Sky Harbor International Airport. Nearly everyone flying into Phoenix lands here: it is where American Airlines' Phoenix hub and Southwest's largest station operate, alongside almost every international carrier serving the Valley. But arrivals are where Terminal 4 gets confusing, because the building is enormous and everything you need — carousels, curb zones, the PHX Sky Train, taxis — is spread across three levels. This guide walks you through the arrival process step by step: where baggage claim actually is, which numbered door to exit, where every kind of ride waits, and what to do when a bag does not show up. Every curb, door and rate below comes from the airport's own published maps and pages, linked where used.

First: Know Your Way Around Terminal 4's Levels

Terminal 4 stacks its functions by floor, which explains most arrivals confusion:

The gates run A through D — A1–A14 and A17–A30, B1–B14, international B15–B28, C1–C9 and C11–C19, and D1–D8 per the airport's Level 3 map. If you land on the B concourse from an international flight, you arrive through the international arrivals area marked on that map and clear the Federal Inspection Services facility on the lower level of the B concourse before joining the main terminal — you will not see the regular baggage claim until after you clear customs.

From Gate to Baggage Claim on Level 1

Once you deplane, follow the overhead signs toward Baggage Claim and take the escalators or elevators down. The airport's Level 1 map for Terminal 4 shows the claim carousels arranged between the north and south curbs, with eight numbered doors — doors 1, 3, 5 and 7 on the north curb, doors 2, 4, 6 and 8 on the south curb. Those door numbers matter: they are how every rideshare driver, taxi dispatcher and shuttle driver at Terminal 4 will tell you where they are meeting you.

American Airlines and Southwest arrivals dominate the claim area — the two carriers account for the large majority of Terminal 4's traffic — so carousels in the early morning and late afternoon banks get crowded fast. Along the outer wall of the claim area the airport map marks an information counter with paging assistance, ATMs, charging stations, a designated smoking area, an animal relief area and a Starbucks. Free Wi-Fi is available in all airport terminals.

Where Every Kind of Ride Waits at Terminal 4

This is the part worth screenshotting. Level 1 has separate outer curbs for different service types, and the airport's ground transportation pages plus the Level 1 map spell out exactly where each one stops:

  • Rideshare (Uber, Lyft, Wridz, HUM and Waymo) — Level 1, north outer curb, far west end outside door #1; and Level 1, south outer curb, east end outside door #6 or door #8 and west end outside door #2. The airport's advice is to arrange your ride only after you have all your bags and are ready to exit the terminal.
  • Taxis — Level 1, north curb outside door #7 and south curb outside door #4, per the airport's Taxis & Shuttles page. A dispatcher queues cabs; no app needed.
  • Rental car shuttles — a marked pick-up on Level 1 serves the Rental Car Center, where more than 10 companies operate. The free PHX Sky Train also connects Terminal 4 to the Rental Car Center directly.
  • Hotel and off-site parking courtesy shuttles — the airport lists dedicated pick-up zones on Level 1 for prearranged and courtesy vehicles; check your hotel or lot for its door.
  • Intercity shuttles to other Arizona cities — the airport's ground transportation pages list companies providing shuttle service from Sky Harbor to other Arizona cities, including ADA-accessible vehicles. Prearranged car services also pick up at Terminal 4; airport Guest Service Representatives at the information counters can help you find a permitted operator.
  • Dial-A-Ride and charter — the Level 1 map marks Dial-A-Ride and charter zones on the curbs.

One Terminal 4-specific tip: the north and south curbs are separate one-way roadways. If your driver says "north curb, door 3," do not cross to the south side to look for them — the fastest fix is to walk to the door they named and call from there.

Taxis, Rideshares and What They Cost

Taxi rates at Sky Harbor are set and identical across companies: $7 for the first mile, $2.60 for each additional mile, $36 per hour of traffic delay, and an $18 minimum fare. A $20 flat rate applies from the airport to downtown Phoenix within Roosevelt Street (north), Lincoln Street (south), Seventh Avenue (west) and Seventh Street (east). Wheelchair-accessible taxis are available on request, and all major credit cards are accepted.

Rideshare availability runs 24 hours a day, seven days a week for most providers, and the airport's rideshare page lists Uber, Lyft, Wridz, Waymo and HUM as the app-based options. Waymo's curbside pickup and drop-off at Terminal 4 is offered at the terminal's rideshare location around the clock. If you are headed outside the downtown flat-rate box — Scottsdale, Tempe, Mesa, Glendale, or anywhere across the Valley — metered taxi fares and app-based rideshare rates will vary with distance, traffic and demand.

The Free PHX Sky Train: Where It Is and Where It Goes

The PHX Sky Train station at Terminal 4 sits on Level 3, at the west end of the building. From baggage claim, ride an elevator or escalator up one level and follow the Sky Train signs. The train is free, runs 24 hours a day, seven days a week, and connects Terminal 4 with Terminal 3, East Economy Parking, the 24th Street station, the Rental Car Center, and the 44th Street & Washington station, where you can transfer to Valley Metro Rail toward downtown Phoenix, Tempe and Mesa.

Two details arrivals should know. First, the Sky Train is the only way to walk between Terminal 3 and Terminal 4 landside — the two buildings are not connected on foot. If the person meeting you insists on meeting "at the airport," agree on Terminal 4 by name. Second, if you are picking up an arriving passenger and want to skip the curb entirely, meet them at the 44th Street station and ride the train in together, or wait in one of the airport's free cell-phone lots until they text from baggage claim.

Meeting Someone at Terminal 4? Pick a Door, Not a "Spot"

If you are the person doing the picking up, the single most useful thing you can do is agree on a specific numbered door before you leave home. "I'll be at baggage claim" is where Terminal 4 pickups go wrong — there are multiple carousels, two curbs and eight doors. "South curb, door 6" is precise, and the airport's numbered-door system exists exactly so drivers and arriving passengers can find each other without circling.

Practical points for greeters:

  • Wait in one of the airport's free cell-phone lots rather than circling the curbs — curb standing is active loading only, and unattended vehicles are ticketed.
  • Ask your arriving passenger to text you the airline and door once they are at the carousel. International arrivals take longer: they clear the Federal Inspection Services facility on the lower level of the B concourse first, so build in extra time before heading to the curb.
  • If your passenger lands late at night, remember the PHX Sky Train still runs, but overnight frequency drops and the airport notes staged busing at the 44th Street station during nightly maintenance windows from 10 p.m. to 5 a.m.
  • For a pickup that needs to be handled end to door — an older parent, a first-time visitor, a group with heavy luggage — a pre-booked Phoenix airport shuttle meets passengers inside the arrival process rather than at a curb you have to guess.

Delayed, Damaged or Missing Bags

A bag that never reaches the carousel is an airline matter, not an airport one: contact your airline's baggage service office before leaving the claim area. For items lost in the airport's common areas — terminals, the PHX Sky Train, buses or parking — the airport's Lost & Found office takes reports at 602-273-3333 or lostandfound@phoenix.gov, Monday through Friday, 8 a.m. to 4:30 p.m. Items left at a TSA checkpoint go to the TSA Lost and Found at 602-626-1476. For anything left on the aircraft or at the gate, contact your airline directly.

Who to Ask When You Are Lost Inside Terminal 4

The airport staffs information counters in the baggage claim area — the Level 1 map marks the information counter and paging assistance location in the claim area — plus volunteer Navigators in green vests who roam the terminal. The airport's main line is 602-273-3300, and the airport also lists a text line for questions. If you are arranging a prearranged car service on the fly, the airport suggests speaking with a Guest Service Representative at an information counter or a Navigator for help finding a permitted operator.
